OPSBA’s Position on Bill 242

The Ontario Public School Boards' Association has presented a detailed written submission to the Standing Committee on Social Policy regarding Bill 242. The following are the highlights and recommendations from this document.

OPSBA Supports:

  • The comprehensive model presented in Charles Pascal's report, With Our Best Future In Mind, and the government's phased-in approach for the implementation of the ELP in which school boards have a key role.
  • The Ministry's intention of allowing Municipalities and other third parties to continue the management of the subsidy process.
  • The team approach to delivering the kindergarten program by both Teachers and ECEs.
  • Language that clearly states ECEs receiving their duties directly from the Principal.

OPSBA Recommends:

  • The Ministry allow school boards flexibility and the use of alternatives, including third parties where appropriate and possible, for the delivery of the extended day component that support the ELP principles.
  • The Ministry provide details ASAP regarding the calculation of extended day fees and request that OPSBA be part of consultation regarding the fee regulation.
  • The Ministry allow Municipalities and other third parties to continue to manage the subsidy process.
  • The Ministry release the ELP Program Document ASAP and communicate with all stakeholders.
  • The Ministry clarifies thatperformance appraisals for ECEs are conducted by the Principal and not the classroom teacher.
  • The Ontario Government to continue to vigorously pursue funding solutions that will maintain stability of the childcare community.
  • The Ministry ensure that the Early Learning Program is accessible for all students.
  • The Ministry give full consideration to the needs and requirements of those students with special education and/or medical needs.
  • The Ministry include First Nation, Métis and Inuit perspectives in their curriculum and policy documents.
  • The Ministry review the staffing/supervision and associated costs of the extended day component.
  • The Ministry provide a multi-year implementation plan that includes both capital costs and overall funding implications.
  • The Ministry include OPSBA in their consultation process regarding the regulations, polices and guidelines that flow from Bill 242.
