Progress in International Reading Literacy Study

The PIRLS 2011 assessment represents the first opportunity to see how Canadian Grade 4 students learn to read in a global context.  It demonstrates success in creating a focus and culture of reading in the home and at school across Canada.  

The results will be used to supplement other assessment measures in each of the provinces and will be further analyzed to determine specific areas of improvement within each province. The Council of Ministers of Education in Canada website provides access to more detailed information.

Changes to Copyright Law have financial and policy implications for member boards

Bill C-11, the Copyright Modernization Act, was proclaimed into effect on November 7, 2012.

Recent legislative and judicial changes to the Canadian Copyright Act have immediate and important implications for member boards.

Over the summer months, there were two significant occurrences that have reset the parameters for using copyright-protected materials in an educational setting: passage of updated copyright legislation, and a landmark Supreme Court decision.

On Saturday, June 16, 2012, a new proposed copyright tariff for school boards (or departments of education in other provinces) was published in the Canada Gazette. The collective which filed the proposed tariff is Access Copyright and the proposed tariff is intended to cover the calendar years 2013 to 2015.

Copyright Update: September 2011

Federal Industry Minister Christian Paradis will reintroduce the government's copyright reform bill in the Legislature on Thursday September 29. The Bill is expected to be passed by late December. OPSBA representative Cynthia Andrew will continue to represent member boards through her participation in the Education Copyright Users working group that also includes such organizations as Council of Ministers of Education Canada (CMEC), the Canadian Teachers' Federation (CTF), universities, colleges and home and school federations.

Copyright Issues

Supreme Court of Canada

The Council of Ministers of Education Canada (CMEC) has not yet been informed of the Supreme Court's decision regarding leave to appeal the Access Copyright Tariff. Our request for leave to appeal was filed in October 2010, and it often takes 4 to 6 months for a response to be heard. Given that the Christmas season fell within our wait times, we can likely expect a longer rather than shorter wait time.
